That drafting process, while preliminary, is often considered a sign that talks are moving forward and senators want to get into legislative text the ideas they are gelling around. They think the Supreme Court will accept a revamped formula targeting more money for at-risk students and the increases in overall funding.

Democrats in the Senate said that's a gamble and the income tax changes should be studied later in a special session with the proper focus now on resolving the budget gap before the new fiscal year starting July 1.

Governor Abbott has doubled down on his intentions to pass some version of this thing, saying "We want to do all we can to help women have privacy, safety and security to the fullest extent possible".

Patrick had offered to barter for the "private school choice" program with a bill that tweaks the state's A-F grading system for districts and schools. Senators from states that elected to take advantage of the Medicaid expansion, including Rob Portman of OH, want a several-year phase-out to avoid a "cliff" that would occur if the expansion ended in 2020, as the House bill reqiuires.

Texas House Speaker Joe Straus released the following statement Wednesday after the Texas Senate declared House Bill 21 "dead".

They have said they want to replace it with a program that repeals most Obamacare taxes, reduces federal spending in the Medicaid insurance program for the poor and leaves more decisions up to the states. For the most part, House bills were heard in the House Business and Industry Committee and were subsequently left pending since mid-March.
