Third London attacker was Moroccan-Italian - Italy investigative source

The third terrorist behind the London Bridge attack was identified Tuesday as Youssef Zaghba, a Moroccan-Italian man arrested previous year on suspicion of trying to reach Syria, according to reports.

In a statement Tuesday, British authorities said Zaghba was "not a police or MI5 subject of interest".

The Metropolitan Police said on Tuesday that the 22-year-old had yet to be formally identified but detectives were confident it was him and had informed his family.

The death toll from the London Bridge terror attack has risen to eight after police searching for a French man missing since Saturday recovered a body from the River Thames.

Police confirmed his identity after it was first reported in Italy.

Two more victims have been been named - Australian nurse Kirsty Boden, 28, and French national Alexandre Pigeard, 27, died in Saturday night's attack.

The attackers killed seven people and injured 48 on London Bridge and in Borough Market on the south of the River Thames opposite London's financial distract. A new search was underway Tuesday in Ilford, just north of Barking, as authorities tried to determine whether the group had accomplices.

British Foreign Secretary Boris Johnson said it was fair to ask how the attackers "slipped through our net".

Prime Minister Theresa May came under pressure from the media and the opposition Labour Party on Monday over cuts to police funding during the years when she was interior minister. There are 500 current investigations involving 3000 potential suspects.

The Islamic State terror group, also known as Daesh, has claimed the London Bridge rampage, while the attack has sparked fears Britain is in the grip of a spate of copycat incidents. "A person going to Turkey with a backpack aroused some suspicion, also because he told the agent who checked him that he wanted to go and be a terrorist, then he corrected himself", Amato said.

Police searching for a French man missing since Saturday recovered a body from the River Thames on Tuesday night.

Assistant Commissioner Mark Rowley said an investigation into Butt had been downgraded as there was no evidence he posed an imminent threat.

The number of police officers in England and Wales fell by nearly 20,000 between 2010 and 2016 - years when May, as home secretary, was in charge of policing.

Manager of the Boro Bistro, Vincent Le Berre told the Brittany news outlet Le Telegramme how his colleague was attacked in a bar near Borough Market.

Controversy over the UK's counter-terror efforts spread to border security after claims emerged that one of the perpetrators was let into the country despite being on a security watch list.

Redouane had not been known to the security agencies, police officials in both Britain and Ireland said.

Much of the area around London Bridge remained cordoned off as commuters struggled to work in the driving rain.

A minute's silence was observed in Britain at 11 a.m. local time (1000 GMT) in memory of those killed during the attack.

Between this and the fact that one of the other jihadis appeared on a TV show about jihadism, imagine the sort of threats United Kingdom intelligence must be dealing with to render these two obviously unsafe cretins a low enough priority by comparison to let them fall through the cracks.

But an announcement - made before the Manchester and London Bridge attacks - that they planned to make some of the elderly pay more for their care saw that lead start to shrink, and the trend has continued.
