Quotes, reaction to Freeland foreign policy speech

Freeland says Canada needs hard power to support global order

OTTAWA-Canada is facing a new world order threatened by climate change, ISIL extremists, Russian aggression and the reality that many Americans want to "shrug off the burden of world leadership", Foreign Affairs Minister Chrystia Freeland said Tuesday.

Freeland spent a great deal of her speech discussing Canada's relationship with the United States and criticized the Trump administration's attitude toward free trade, which she called part of an "international system based on rules" because "rising trade barriers hurt the people they were meant to help".

Freeland's speech is to be followed Wednesday with announcement of a new defence policy review. She also made clear those bonds might loosen."The fact that our friend and ally has come to question the very worth of its mantle of global leadership, puts into sharper focus the need for the rest of us to set our own clear and sovereign course", she said in an address to parliament outlining her foreign policy vision.

First, Freeland said, Canada should "robustly support the rules-based worldwide order". Officials are due to unveil additional military spending on Wednesday."Canadian diplomacy and development sometimes require the backing of hard power", she said.

Canada will also work to promote free trade and counter protectionist policies that have taken root in the United States, she said.

"It would be naive or hypocritical to claim before this House that all Americans today agree", she is reported to have said.

Trump has ruffled feathers during his first few months in office with his posture toward the North Atlantic Treaty Organisation alliance, as well as worldwide trade deals like NAFTA.

But this week Canada's foreign affairs minister Chrystia Freeland forcefully articulated a stand against the erratic USA president.

Freeland said after the speech she spoke Monday to U.S. Secretary of State Rex Tillerson to explain the context of her remarks about his country.

Fen Hampson, head of the global security program at the Centre for International Governance Innovation, said: "The accent on hard power is interesting as the Liberals have traditionally been soft power champions and she is saying that Canada needs both".

This will not go down well with the prickly - and, it seems, at times paranoid - American President.

She repeated Canada's disappointment with the U.S. decision to withdraw from the Paris climate accord, also highlighting threats to global stability such as civil wars, poverty, drought and natural disasters that "spawn globally destabilizing mass migrations".

"Such a dependence would not be in Canada's interest".

Freeland's comments echo those of German Chancellor Angela Merkel, who after that same visit of Trump's to Europe suggested that the continent could no longer rely on the U.S.to the extent it once did.

Paul Heinbecker, Canada's United Nations ambassador when the USA invaded Iraq in 2003, said Freeland's speech contained enough complimentary reminders about the sacrifices of the U.S.as a world leader to placate the Americans.

Freeland's third goal is to add new trading partners to counterbalance its biggest client, the US-as the two countries and Mexico prepare to revamp NAFTA.
