Firms say the burgeoning "gig economy", in which people can work simultaneously for different companies without fixed contracts, gives greater flexibility to both them and their staff but such practices have been criticised as exploitative by unions.

Critics suggested the changes would do little to protect workers, who have already had success gaining protections via court challenges.

But the review stops short of recommending major changes in employment regulation and adopts an approach that is ostensibly business-friendly.

"Bringing the level of Class 4 National Insurance Contributions (NICs) paid by the self-employed into line with those paid by employed people may be logical given their increased state pension entitlement, but it won't be easy".

The Taylor Review, a 115 page report into working practices in the modern United Kingdom economy, covers a range of employment issues now affecting small businesses - with special emphasis placed on the ever increasing "gig economy" and the future of cash-based transactions.

There have already been a number of cases where individuals who work for these companies, among others, have been deemed to have "worker" status and are therefore eligible for basic worker rights such as the national minimum wage as well as sick pay and holiday pay.

"The boldness on overtime contrasts with a timid right for zero hour contract workers to request guaranteed hours, something that can all too easily be rejected by employers".

It means contractors working for companies such as taxi app Uber and Deliveroo would receive more benefits.

In his report, the former 10 Downing Street policy chief Matthew Taylor (pictured above) recommended that the government reduce the cost of employment tribunal fees. However, companies would need to show that it was indeed possible to easily earn a living wage via their platforms.

Theresa May promised Matthew Taylor's report into precarity in work would "go right to the heart of our values as a people", instead we're left with solutions that only skim the surface of the problem.

Taylor also suggests clarifying the distinction between workers, which he recommends renaming "dependent contractors", and those who are self-employed.

At the heart of the review is a call for "good work for all" and higher-quality jobs - this encompasses a range of recommendations including improving development and progression opportunities for full- and part-time employees, and a review of the national living wages to ensure low-paid workers do not get "stuck" on the minimum wage. However, they are not eligible to receive full-time benefits even if they choose to work full-time hours due to their "independent contractor" status. "What is needed is for these rights and responsibilities to be clearly set out in legislation".

Public and Commercial Services union general secretary Mark Serwotka said: "It is no surprise these seven points are so weak and business-friendly given Taylor was commissioned by a Tory government that forced through the Trade Union Act that had at its core the aim of undermining the collective strength of workers".

His view was echoed by unions.

Deliveroo spokesperson said of the report: "We would welcome the opportunity to work with the government so we can end this trade-off between flexibility and security".

According to statistics from the Royal Society of the Arts (RSA), UK businesses are now utilising over 1.1 million gig economy workers, and despite assumptions to the contrary, most are not employed by tech startups.

"We'd welcome any nuggets of good news, but it doesn't look like the report will shift the balance of power in the modern workplace".
