Second round of Brexit talks to get under way

The two hope there will be sufficient progress on those issues this summer so that talks on a future relationship between the two can start in October or November.

Mr Barnier said: "We will now delve into the heart of the matter".

European Union Chief negotiator Michel Barnier and UK Brexit Secretary David Davis British are leading their envoys in talks to minimize economic and social disruption.

"The first serious test of the negotiations will be them agreeing to pay the bill", a senior European Union official said - the coming week is a vital moment to establish rapport among the senior civil servants who will handle what is arguably the most convoluted and far-reaching diplomatic deal of modern times.

Prior to his departure, Davis said it was important to now "get into the substance of the matter", and acknowledgement that little was accomplished during the opening of negotiations in June.

The British side had urged over the past months an immediate start of trade talks, but Barnier had insisted that key issues of Brexit must be dealt with before trade talks begin.

The EU has demonstrated increasing confidence in recent weeks, accusing Britain of dithering over whether it wants a "hard" or "soft" Brexit more than a year after the shock referendum that propelled May to power.

EU negotiators want to be able to impose huge fines on Britain for breaking European laws for years after Brexit, it has emerged.

As doubt for and objection to Brexit continue, progress favorable to those in support of the breaking away has been made, creating a silver lining for the closely watched second round of talks.

Over the weekend British newspapers were full of reports of a civil war within her cabinet, with finance minister Philip Hammond, in particular, being targeted over allegations he was trying to derail Brexit.

Mr Hammond blamed colleagues opposed to the agenda he had been setting out for extended transitional arrangements when Britain leaves the European Union in 2019 so business was not faced with a "cliff edge" break.

Hammond, one of Johnson's main cabinet rivals, said Sunday that Britain will take responsibility for the money it owes, but dismissed the 100-billion-euro figure as "ridiculous".

The former diplomat also highlighted the importance of domestic policy on Brexit, especially regarding the Great Repeal Bill the Government has promised to deliver to ensure "legal continuity" after the divorce becomes effective.
