Rauner calls lawmakers back to Springfield

Governor Rauner followed through on his threat to call lawmakers back into a special session if he did not receive SB 1, a school funding reform bill on his desk. The SB1 figures show what districts would receive with Chicago Public Schools getting its tier funding, pension funding and the portion of its block grant that it would retain under the bill. Rauner reiterated his call on Monday morning for IL lawmakers to send him a school funding overhaul by noon, saying he will call a special session this week if it's not on his desk.

Mayor Emanuel said Governor Rauner has failed IL by holding the state budget hostage for things that weren't necessary. "Our families and students can not wait any longer", Rauner said.

Gov. Bruce Rauner vowed again Monday to veto part of a bill that would give the Chicago Public Schools $300 million more in state money - and said he would order a special session and demand that lawmakers revise - again - the way schools are funded in IL.

Rauner says the declaration will ensure the state can provide necessary assistance. That "pill" would put hundreds of millions of dollars into Chicago's pension system.

Rauner's amendatory veto will result in higher education funding for almost every school district in IL. "We slowed down the process in the Senate in order to let everyone blow off some steam, politically speaking".

"They want to take money away from our low income kids all around our state and divert it to a pension payment that is just fundamentally wrong for our children" he said. Data posted on his website indicated the bill's $293 million funding boost for CPS for state aid and pensions would be sliced almost in half, freeing up $145 million for other school districts.

"I don't want him making statewide classroom funding decisions out of a position of anger", his statement continued.

SB 1 sponsor, Senator Andy Manar, D-Bunker Hill, is also asking the governor to meet with leaders instead of calling a special session.

"There's nothing really to discuss without the bill being on my desk".

One thing both sides agree on is schools need to and should open on time. He declined, when asked on Monday, to explain what changes he would make with the amendatory veto.
