USA lawmakers blast Trump decision to hold off on Russian Federation sanctions

The list, part of the wider "Countering America's Adversaries Through Sanctions Act", or CAATSA, ordered by Congress and signed into law by President Donald Trump last August, requires the White House to provide a detailed report on the dealings of key Kremlin insiders.

Mnuchin came under fire from Democrats for the failure to impose any sanctions in the report Treasury released while he was testifying before the Senate Banking Committee on Tuesday.

"We will take the basis of that report and look at, as we do in the normal course, where it's appropriate to put sanctions".

According to Julien Vercueil, a professor at the French National Institute of Eastern Languages and Civilizations (INALCO), the report is an attempt to influence third parties and their relationships with the people on the list.

The Treasury Department on Monday released a list of 96 Russian business executives who could face USA sanctions for their alleged proximity to the Kremlin.

The list includes people already subject to sanctions due to their close ties to Putin, such as Arkady Rotenberg, as well as those seen as distant from the Kremlin, such as banker Oleg Tinkov and grocery tycoon Sergey Galitsky.

Putin also expressed hope that worldwide sports organizations will not turn into departments of certain countries no matter how influential they may be.

The Russian leader stated "it is definitely an unfriendly act". The publication of the so-called "Putin list" angered and dismayed many in Moscow.

The Russian leader noted that a presidential children rights' ombudswoman was put on the list even though the US has pushed for resuming the adoption of Russian children by USA parents that Russia banned in 2012. They insist this is proof he's "soft" of Russian Federation.

Putin described the list as a "hostile step" but said Moscow does not want to make the situation worse and is eager to "develop the relations as much as our American counterparts are willing to".

"It's an example of public shaming", Adam Smith, a former Treasury Department adviser on sanctions, said. Instead of compiling the list through a serious, independent review, however, the Treasury Department appeared to have simply copied Forbes' list of 96 Russians with estimated net worths of at least $1 billion. Russian President Vladimir Putin has asked Russia's Olympic athletes to forgive the authorities for failing to protect them from outside pressures.

Michael McFaul, a former United States ambassador to Russian Federation, said the lists included figures who were not close to the Kremlin.

It adds that there is a supplementary list of Russian names which remained classified, but which includes lower-rank or less wealthy individuals.

Putin noted sarcastically that his name isn't on the list, saying of the omission: "It hurts".
