"Regime forces have therefore divided Eastern Ghouta into three parts - Douma and its surroundings, Harasta in the west, and the rest of the towns further south", the Britain-based war monitor said.

Amid a lull in Damascus' embattled rebel-held suburbs, a small team of relief workers entered the eastern Ghouta area yesterday to deliver remaining aid left over from a previous mission earlier in the week, the International Committee of the Red Cross (ICRC) said.

State TV said 13 fighters and their families had arrived at the crossing point.

Live footage it said was filmed in Mesraba showed battered buildings and bullet-pocked walls.

But since entering into force late last month, no major evacuation took place in Eastern Ghouta, with the Syrian government accusing the rebels of targeting the civilians who are attempting to leave.

But U.N. human rights chief Zeid Ra'ad al-Hussein has said, in comments criticised by Syria's government, that the assault is "legally, and morally, unsustainable".

In the Eastern Ghouta region, 46 trucks arrived on Monday with aid for the needy populations, however, the delivery of the products had to be suspended due to heavily armed attacks by extremist groups against the caravan.

The military gains have caused wide-scale internal displacement as civilians flee government advances toward areas in the territory still held by the rebels.

The evacuation deal came after Jaish al-Islam sent a letter last month to the United Nations vowing to facilitate the evacuation of the former al-Qaeda members.

Mekdad also pointed out that the Syrian government had asked global investigators to investigate reports about a chemical incident in Khan Sheikhoun but the request was declined over alleged poor security conditions.

Jaish al-Islam and Failaq al-Rahman, the two main insurgent groups in eastern Ghouta, say they have staged counter-attacks in recent days that retook some lost positions.

However, UN agencies said most medical supplies had been stripped from the convoy by Syrian government officials and added that the food supplies brought in were insufficient. It accused the government of using "poison gas".

The four civilians were trying to pass through a recently opened humanitarian corridor from Jisrein to Mlekha during the twelfth humanitarian pause, SANA reported citing its journalist on the ground on Saturday.

Government troops and allied militia have recaptured half of the besieged region in a blistering assault launched on Feb 18.

"I don't want to leave, but I don't want any harm to happen to my family", said Douma resident Abu Ahmad al-Ghoutani, who said he has two children.
