Trump Complains About 'Ridiculous Situation,' Signs Spending Bill Anyway

President Donald Trump was far from the only one in Washington left with a sullen face as a spending bill was finally signed Friday afternoon.

Speaking at the press conference, Trump said recent budget cuts have put America at risk and it was a matter of national security to sign the bill. Lawmakers in both the House and Senate scrambled this week to push the bill through Congress to meet Friday's funding deadline. Lawmakers have only had since Wednesday night to read the full text of the bill, and that's not sitting well with everyone.

It also changes the way foreign governments request information from US tech companies for similar investigations on their own citizens.

"The need for more agricultural research has never been more clear", said Thomas Grumbly, president of the Supporters of Agricultural Research (SoAR) Foundation.

White House legislative director Marc Short framed it as a compromise.

The U.S. Fish and Wildlife Service gets $1.6 billion, $75 million more than current spending.

A CSPAN video showed that nine Democrats and three Republicans had not voted when the gavel came down.

Trump canceled the Deferred Action for Childhood Arrivals (DACA) program that gives work permits to the Dreamers and protects them from deportation. Yet that amount falls far short of the $25 billion the White House had requested to construct a full wall along the border between the USA and Mexico.

"The president has rejected at least six or seven bipartisan solutions that have been presented to him", Congressional Hispanic Caucus whip Pete Aguilar (D-Calif.) told Newsweek on Friday.

Left out of the spending plan, however, were fixes meant to stabilize the Affordable Care Act's exchanges. "We wanted to include DACA and include them in this bill...[but] the Democrats would not do it".

It provides $1.6 billion - far less than Trump wanted - for border security and construction or fix of almost 100 miles (160 kilometers) of border fencing and barriers, boosts infrastructure spending, and increases funds for student grants.

The Gateway project has garnered bipartisan support among many NY and New Jersey lawmakers, including Senate Minority Leader Chuck Schumer, D-N.Y., and New Jersey Rep. Rodney Frelinghuysen, a Republican who chairs the House Appropriations Committee.
