Facebook has been reeling from its worst-ever privacy failure following revelations last month that the political data-mining firm Cambridge Analytica, which was affiliated with Trump's 2016 campaign, improperly scooped up data on about 87 million users.

When Lujan, a Democrat, asked how many data points the company has for an average user, Zuckerberg could not confirm a precise number.

Questioning was considerably more aggressive and informed on Wednesday than at a five-hour hearing on Tuesday before two Senate committees.

"Hate speech - I am optimistic that over a five- to 10-year period we will have [artificial intelligence] tools that can get into some of the linguistic nuances of different types of content to be more accurate, to be flagging things to our systems, but today we're just not there on that", he said.

Zuckerberg's company also lists the six data providers it works with in the US here.

Facebook also announced that it would inform users whose data had been breached.

Zuckerberg has taken questions on a range of issues, from fake news and terrorist content to Russian propaganda and data privacy, as USA lawmakers consider possible regulatory remedies.

The House committee Chairman Greg Walden told reporters he would discuss with his committee holding similar hearings with other technology chief executives. Behind closed doors, Facebook explicitly refers to itself as a global company, not an American one, and the company knows its future growth is reliant on new worldwide users. This product enables third-party data providers to offer their targeting directly on Facebook.

"I think we may be updating it a little bit".

Other lawmakers were similarly stymied by the rapid-fire format, unable to probe beyond surface-level accusations that Facebook had breached users' trust.

One of the major concerns at the Senate hearing was not just about the USA elections and the pending midterms, but also elections in India and Brazil and in other countries across the world.

"I started Facebook, I run it, and I'm responsible for what happens here".

"But I think you have to be careful about putting regulation in place".

"Facebook has no incentive to charge us", said Siva Vaidhyanathan, professor at the department of media studies at Virginia University, who has a book due out in October titled "Antisocial Media: How Facebook Disconnects Us and Undermines Democracy". Facebook shares jumped as Zuckerberg spoke to the senators, closing up 4.5 percent in NY trading.

A day earlier Zuckerberg batted away often-aggressive questioning from senators who accused him of failing to protect the personal information of millions of Americans from Russians intent on upsetting the USA election.

"In that specific case, our team made an enforcement error, and we have already gotten in touch with them to reverse it", he said.

Zuckerberg said Facebook has the ability to detect when a foreign entity is attempting to buy a political advertisement.

"After we were slow to identify the Russian information operations in 2016, this has become a top priority for our company to prevent that from ever happening again, especially this year, in 2018, which is such an important election year with the U.S. mid-terms, but also major elections in India, Brazil, Mexico, Hungary, Pakistan and a number of other places", he said.

Rep. Jan Schakowsky, a Democrat from IL, recounted a long list of Zuckerberg's apologies over the years before concluding: "This is proof to me that self-regulation does not work".
